Glossary of key terms

ACAS = Aged Care Assessment Service. An ACAS representative will conduct the assessment for eligibility for aged care services.

ACCR = Aged Care Client Record – the outcome of an aged care assessment, this will be used to determine a residences suitability for the prospective client. 

Asset free area = the threshold for minimum asset value before residents are required to pay a contribution to care. 

DAC = a daily accommodation contribution paid towards the cost of accommodation by a person receiving government assistance; the government also pays a contribution on their behalf (partially-supported resident). The DAC is non-refundable.

Daily care fee = this fee covers basic living costs. 

DAP = daily accommodation payment. This is a periodic payment for residential accommodation. It is equivalent to RAD x MPIR / 365 = DAP. The DAP is non-refundable.

DSS = Department of Social Services 

Fully-supported resident = a person who has both assets and income below the minimum threshold and thus has the cost of aged care fully funded by DSS. Other rules and specific thresholds apply and a resident’s status is determined by DSS. 

Income free area = the threshold for minimum income before residents are required to pay a contribution to care.

Means-tested care fee = a daily contribution to the cost of care based on the resident’s income and assets.

MPIR = the maximum permissible interest rate used to calculate the DAP and DAC. This is set by the government and adjusted quarterly. 

Partially-supported resident = a person who has assets or income below the threshold and thus has part of the cost of aged care funded by DSS. A partially-supported resident will be eligible to pay a contribution towards their accommodation payment. Other rules and specific thresholds apply and a resident’s status is determined by DSS.

RAC = refundable accommodation contribution paid by a person who is receiving government assistance; the government also pays a contribution on their behalf (partially-supported resident). The RAC is refunded when the resident is discharged, minus any amounts deducted by agreement.

RAD = refundable accommodation deposit. This is the maximum lump sum payment for residential accommodation. The RAD is refunded when the resident is discharged, minus any amounts deducted by agreement.
